Tourism officials say eliminating these limitations is crucial to a full recovery, but major obstacles remain.

China relaxed pandemic-era group tour restrictions for the U.S. and other key markets Thursday. 

Before the change, Chinese travel agents could not sell U.S. outbound group or package travel.

Recent moves may help them return. Only 12 weekly U.S.-China flights exist. 

Thompson said many Chinese passengers had flown to the U.S. from Seoul and Tokyo.
